Oregon Ranks Second in Nursing Home Staffing Hours
For nursing home staffing time, only one state outranks Oregon: nurse staff average 5.03 hours per resident daily, versus 3.86 nationally. The numbers come out of the federal Medicare inspection records released by CMS, the federal Medicare agency, and they cover all 128 homes statewide. In one year, 47.4% of nursing staff left their jobs across these homes; the national figure was 45.8%. Regulators at the federal level also put 1 home, Corvallis Manor Nursing & Rehabilitation Center, in the Special Focus Facility program over repeated serious violations. They named 5 other homes statewide for possible selection.
During the past three inspection cycles, Oregon recorded 229 citations for accident hazards and supervision, and 59 of them involved resident harm or immediate danger. Quality of care drew the most citations among all federal rules statewide, totaling 261. Since September 2023, the state's biggest single federal fine was $223,270, issued in February 2026 against Marquis Autumn Hills Memory Care in Portland.

Oregon Nursing Home Inspection Reports
Complaint visits are behind 32.7% of citations in Oregon, and the full violation records for homes there appear in federal inspection reports. Each of the 128 state homes appears on Medicare's Care Compare, a search tool previously called Nursing Home Compare. Opening a home's page gives you its inspection reports, a statement of deficiencies (Form CMS-2567). Families who want to complain can call the state survey agency at 1-877-280-4555 or open the state complaint page for long-term care; that agency is the Oregon Department of Human Services, Long-Term Care Licensing and Quality Assurance.
Residents and families can also turn to the Long-Term Care Ombudsman (Office of the Long-Term Care Ombudsman). This independent state agency, reachable at (800) 522-2602, helps resolve care concerns in facilities across Oregon. If a resident is suspected of being abused or neglected, Oregon Adult Protective Services takes calls at 855-503-SAFE (7233).

Speaking With an Oregon Nursing Home Abuse Lawyer
Call 911 first if a resident faces immediate danger at one of Oregon's 128 nursing homes. Under Or., the general deadline for filing a personal injury case in the state is 2 years. Rev. Stat. §§ 12.010 et seq.; a nursing home or medical claim may instead face another deadline, at times a shorter one. ORS 441.073 makes Oregon's Department of Human Services write rules capping how many patients one nursing assistant has on a shift. The limit applies in long-term care facilities, and each facility must display its staffing requirement publicly. A family can have an attorney verify the Oregon dates.
The provider information and health deficiencies files from CMS Care Compare supply the data.
